Conseiller santé publique auprès du ministère de la Santé rwandais (H/F)

Description de la mission

La santé est un axe de coopération bilatérale qui se développe entre la France et le Rwanda. Positionné au sein du ministère de la santé en qualité de Conseiller du ministre, l’expert technique aura pour tâche de renforcer et structurer les projets de coopération autour de 5 axes prioritaires, en lien avec l’ambassade de France et les autres partenaires techniques et financiers (ENABEL dispose d’un conseiller au sein du Ministère de la santé et souhaite travailler avec nous).

En sus des coopérations existantes et à renforcer, l’ETI sera chargé de la définition, conception et mise en œuvre – si approuvé par le Département – d’un nouveau projet de coopération bilatéral FSPI en santé pour la période 2022-2023 d’un montant global maximum de 600 000 euros.

Le ministère de la santé rwandais (MoH) développe, diffuse, coordonne, réglemente et contrôle la mise en œuvre des politiques, stratégies et programmes de santé du pays. Il développe les capacités institutionnelles et les ressources humaines dans le secteur de la santé. Il développe des approches innovantes de financement pour l’accès à la santé. Il supervise les institutions sous tutelle (dont Rwanda Biomedical Center). Enfin, il mobilise les ressources internationales, développe la coopération médicale et coordonne les partenaires du secteur de la santé dans le cadre de la coordination internationale des bailleurs de fonds.

Le ministère de la santé compte 142 agents. Il accomplit sa mission conformément au plan stratégique du secteur de la santé 2018-2024 visant à assurer l’accessibilité universelle des soins à tous les Rwandais. Le Dr. NGAMIJE Daniel est ministre de la santé depuis février 2020 après plusieurs années passées au bureau de l’OMS au Rwanda.

Description du projet ou contexte

L’ETI rendra compte, installera et développera les relations et projets de coopération en santé autour de 5 axes prioritaires :

  • Suivi et conseil en politiques publiques en santé ; notamment accompagnement du plan de numérisation de la santé ;
  • Accompagnement gestion crise et post-crise COVID-19 (prêts cumulatifs d’un montant global de 100M€ via l’AFD ; prêt de 10M€ du Trésor français pour l’achat d’équipements médicaux) ;
  • Suivi du projet d’extension de l’hôpital King Fayçal (possibles financements DGT + AFD) et accompagnement de la montée en gamme de l’offre de soins dans la durée ;
  • Soutien à la politique de formation des Ressources humaines en appui au Secrétariat exécutif du ministère de la santé pour les RH : structuration d’une offre de formations spécialisés en renforçant les partenariats hospitaliers et les échanges entre institutions de formation en réponse aux besoins du système local, en articulation avec le programme de bourses du gouvernement français, de l’AP-HP et le nouveau FEXTE de 1M€  ;
  • Soutien à la coopération de recherche (accord INSERM-MINISANTE) et appui à la mise en place d’un centre d’investigation clinique au Rwanda biomedical center (RBC).

En sus des coopérations existantes et à renforcer, l’ETI sera chargé de la définition, conception et mise en œuvre si approuvé par le Département d’un nouveau projet de coopération bilatéral FSPI en santé pour la période 2022-2023 d’un montant global maximum de 600 000 euros.

Principales tâches et résultats attendus : suivi et développement des projets en cours.

L’expert sera basé au ministère de la santé, en position de conseiller du Ministre. Il travaillera sur financements existants ou à venir (cf. projet FSPI à proposer sur la formation).
