L’ETI consacrerait d’abord la part qu’occupe la santé dans notre APD en Guinée, à la mesure des défis sanitaires d’un pays connu pour ses crises à répétition (fièvre à Virus Ebola; fièvre de Lassa; virus de la vallée du Rift, fièvre Q, brucellose, sans compter la cohorte des grands classiques…). Au total, nous aurons consacré près de 100M€ à ce secteur depuis 7 ans (mixage AFD+UE);
L’ETI scellerait ensuite l’importance de ce secteur dans la relation d’Etat, ainsi que son rôle moteur dans la vitalité des relations bilatérales et l’image de France qui va avec : les Guinéens nous sont très reconnaissants de notre appui et de notre solidarité lors des crises sanitaires; ils affichent volontiers un tropisme vers nos schémas et expertises en la matière, nourri par la francophonie; ils ressentent notre coopération dans le domaine de la santé comme un socle irréductible, une sorte d'”ultima ratio”;
L’ETI permettrait en outre de poursuivre le mouvement, très prometteur, de renforcement des capacités nationales de ce pays. Les bases posées depuis 2016, à cet égard, sont très positives et auront étayé la réponse convaincante observée lors de la résurgence Ebola de février 2021. Mais ces bases doivent encore être consolidées;
L’ETI garantirait, par son positionnement de pierre-angulaire de notre coopération “santé” en Guinée, une cohérence de nos actions dans ce pays, par un effet de maillage bienvenu : avec l’Institut Pasteur de Guinée, qui va prochainement voir le jour (avec un laboratoire P3); avec les nombreux coopérants d’Expertise France, chargés de différents projets; avec l’IRD; avec l’ambassade (SCAC) et l’AFD. En lien avec le conseiller régional en santé mondiale (CSRM) basé au Sénégal et compétent pour la Guinée, il permettrait d’assurer une cohérence permanente entre les besoins du pays-hôte et nos projets/actions, dans le cadre d’un dialogue resserré et confiant.
L’ETI remplirait enfin d’autres missions connexes, mais névralgiques à bien les considérer : transmission d’informations de première main et hautement sensibles à l’ambassade, permettant d’aider à la décision; veille (discrète) sur les intérêts de notre communauté, et facilitations de certaines démarches/procédures avec les autorités guinéennes en cas de difficultés; relais de notre action humanitaire en Guinée et coordination avec nos ONG, très actives ici; voire, appui à notre ASI pour les retours de guinéens frappés d’un ordre de quitter le territoire (OQT) et refusant de faire les tests PCR en France (plusieurs cas récents, que notre ex-ETI auprès de l’ANSS, forte des bonnes relations qu’elle a maintenues avec le Docteur SAKOBA, mais pour combien de temps…? parvient à faire prendre en charge par les autorités sanitaires guinéennes à l’arrivée à Conakry, rendant ainsi possible l’expulsion des intéressés).
